FEE PROTECTION SCHEME (FPS)

The FPS serves to protect the students' fees in the event that the School is unable to continue operations due to insolvency, and/or regulatory closure. The FPS also protects the student if the School fails to pay penalties or refund fees to the student arising from judgments made against it by the Singapore courts.

Zhicheng Private School declares that we have in place a Fee Protection Scheme (FPS) stipulated by the Committee for Private Education (CPE)*. 

We have adopted the FPS Insurance Scheme with Liberty Insurance for the convenience of students.  

Details of FPS Insurance Scheme

a. The insurance coverage period starts from the day course fees are paid to the School (not from course commencement date) until the course completion date, or until the end of the duration stipulated in the standard student contract.

b. The insured amount (limit of indemnity) shown in the Certificate of Insurance (COI) shall be equal to the amount of course fees paid.

c. With effect from 17 December 2013, FPS Insurance shall be purchased within 7 working days from the date course fees are paid to the School.

d. The School will issue a receipt to students.

e. Students shall receive the COI via email from Liberty Insurance. They can also obtain the COI from the School's administration.

f. Students should check if the information is stated correctly on the following documents:  

i. Certificate of Insurance – student name, course title and duration, amount insured and period of coverage.

ii. Receipt – student name, date of payment, course title, course fee paid, certificate of insurance number and outstanding amount (if any).

* The Committee for Private Education (CPE) is part of SkillsFuture Singapore (SSG).

The CPE is established under the Private Education Act, and it is a statutory board empowered with the legislative power to regulate the private education sector. In addition to its role as the sectoral regulator of private education institutions, the CPE facilitates capability development efforts to uplift standards in the local private education industry.
